Reuse-too much from our lives is throwaway. I really have no knowledge of power tools, it appears to be running and turning correctly although do not the know for sure so is being sold as. As in almost all vintage items this piece has signs of wear, with some possible scratches and scuffs. Structurally it seems to be in good condition.

There is some light surface rust color not rusty and signs of wear use. My opinion on the condition of each item is completely subjective.
